Dr. Ikram ul Haq: A Strategic Asset for Pakistan’s Financial Revival

I commend your decision to include Dr. Ikram ul Haq, a distinguished international taxation expert, economist, author, Advocate of the Supreme Court of Pakistan, and Adjunct Faculty member at LUMS, in the committee for sugar stock forecasting and planning. His unparalleled expertise, especially his global recognition in the United States and China, makes him an invaluable asset to any national initiative. Moreover, his comprehensive understanding of foreign affairs, constitutional matters, and social sectors further cements his status as a critical national resource.
However, I believe that, with full authority and support from you and the SIFC, Dr. Ikram ul Haq could play a pivotal role in transforming Pakistan’s financial landscape. His leadership has the potential to surpass even the transformative economic policies of the late Lee Kuan Yew. Specifically, Dr. Ikram ul Haq has the capacity to mobilize resources to raise Rs. 30 trillion in federal tax revenue without disruption, a move that could significantly stabilize and revitalize Pakistan’s economy.
This is all the more urgent given that the Federal Board of Revenue (FBR) is currently struggling to meet its tax collection target of Rs. 12.970 trillion for FY 2024-25, with 57.5% of the revenue allocated to the provinces.
Additionally, it is concerning that both the IMF and FBR have overlooked the proposals in the “Tax Reforms: Agenda for Self-Sustainability,” which outline a strategy for collecting Rs. 30 trillion at the federal level. Implementing these reforms could enable Pakistan to address its crippling fiscal deficit, reduce reliance on new loans, stimulate rapid economic growth, and ensure the provision of essential social services to all citizens.
Dr. Ikram ul Haq’s approach offers a realistic and sustainable path to financial stability. I strongly urge you to consider granting him the full authority and resources necessary to lead this much-needed transformation for Pakistan’s economic future.
